Starting a Winnery in TN HELP!

I'm looking to start a small winery in Tennessee, I've downloaded the UT Book contacted the state and received a lot of paperwork. But its still confusing. My goal is a Boutique Winery with small lots estate produced from 1 acre plots. We have 4 acres planted already. The wine making seems a lot easier then the paperwork lol to me. Any Cheap advice / help would be appreciated.
